Shanghai Central Meteorological Observatory announced a yellow early warning signal of heavy snowfall at 12:43 on January 25, and the weather in Shanghai would be rainy and snowy in low temperature in the next few days. Amount of snow apparently increased in Hongkou District in the afternoon. Heavy snowfall blocked the line of sight of pedestrians, and covered greenbelts, rooftops and roads.
The district government bodies, sub-district offices and units in Hongkou District took active measures to ensure the safety of citizens in snowy weather. Traffic police officers earnestly maintained the order on roads. Sanitation workers and maintenance workers for municipal facilities worked overnight for sweeping accumulated snow on the ground. In community, family doctors, community workers and volunteers visited the homes of the elderly and poverty-stricken people and sent greetings to them. Quickly Respond to Snowfall and Sweep Snow and Deicing on Time
The District Bureau of Landscaping and City Appearance initiated an emergency program to deal with the heavy snowfall that is rarely seen in the past ten years. Since 17:00 p.m. on January 25, the 1,500 sanitation workers in Hongkou District were divided into 15 teams to ensure the safety of key areas, trunk roads and branch ways. They spread industrial salt, laid straw bags on the road and removed snow accumulated on onramps and off-ramps of elevated roads, bridges, bus stops and roads nearby schools, food markets and hospitals. Snow clearers were also dispatched to remove snow on trunk roads, e.g. Dongdaming Road, Zhoujiazui Road and Dalian Road. Sanitation workers worked until the morning of January 26, and removed snow on roads covering an area of 79,000 square meters.
The construction administration authority of Hongkou District took active measures to deal with the snowy weather. The District Administration Center for Construction Industry established a “Working Group” to send notice to construction sites in the district, and urged them to rectify emergency plans and take effective cold-proof, freeze-proof and antiskid measures. The District Municipal and Water Service Center allocated two places at 1 Zhongshanbeiyi Road and 86 Guangyuezhi Road respectively for storing materials for handling emergency in municipal facilities, such as snow removal salt, straw bags, shovels and bamboo brooms.
Rescue and relief working teams for municipal facilities gave quick response to heavy snowfall and took measures to remove snow accumulated on overpass bridges, pedestrian overcrossings and pedestrian underpasses. Maintenance workers for municipal facilities spread snow melt salt on major bridges and key roads, including 2 overpass bridges on Changzhong Road and South Jiangyang Road, 4 pedestrian overcrossings on East Wenshui Road and Guangji Road, Dalian Road and Kongjiang Road, Dalian Road and Yulin Road, Haining Road and Wusong Road. They worked until 6:00 a.m. and removed all snow and ice accumulated on bridges and roads, and ensured the safety for citizens. By the time when Shanghai Central Meteorological Observatory cancelled the orange early warning signal of road ice, the District Construction Administration Committee, the District Municipal and Water Service Center and Xinhongkou Municipal Company had dispatched 500 workers and 66 emergency vehicles, laid over 1,500 straw bags and 1,100 gunny bags on the ground and consumed 12 tons of snow melt agents.
Snowflakes fluttered about in piercing cold wind. On January 25 and January 26, traffic police officers in Hongkou District arrived at their posts earlier than before, and the district dispatched 40% more police officers and auxiliary police officers to strengthen patrolling on trunk roads and branch ways. At 9:00 a.m. on January 25, a traffic accident occurred at the intersection of Zhongshanbeiyi Road and Guangzhong Road. An Iveco mini-bus crashed with a non-motor vehicle. The non-motor vehicle’s owner fell on the ground, felt pain on her waist and was unable to move. A traffic police officer held up an umbrella for her until the ambulance arrived at the scene. This warm scene was recorded by a citizen and posted on the Internet. In Hongkou District, many road civility volunteers are helping the police to maintain the order on roads. To prevent volunteers from suffering from frostbite in winter, citizens from various sub-districts gathered in the Party Building Service Center of Liangcheng Community for knitting stocking caps for volunteers. Citizens knitted 200 stocking caps in total, and these caps were given to road civility volunteers via the District Volunteer Service Center.
The District Traffic Control Center and parking administration companies in the district removed snow accumulated at the entrances and exits of parking lots and garages and took antiskid measures in these areas. They also prohibited car parking in channels at the entrances and exits of garages.
“Large-scale Investigation” In Spite of Snowy Weather: Help the People Solve Problems
“It will snow. Pay attention to water pipes at home. If water pipes burst, please inform us on time,” said Chen Ziming to a resident. Chen is the Party Branch Secretary of Zhangqiao Community of Jiaxing Road Sub-district, and he was visiting resident’s houses one by one these days. The community is undergoing a renovation project for old buildings, and now the project is about to end. Most residents in the community have moved to other places, and only 75 households remained. Chen told the reporter that this year, Jiaxing Road Sub-district and neighborhood committees made a large-scale investigation on residents remaining in the community one week in advance, though the sub-district already accumulated cold-proof and freeze-proof experiences in previous two years. During his visit, Chen found out that 3 street lamps malfunctioned in the community, and he immediately arranged workers to repair them. “The roads are slippery in snowy weather. People are easily to tumble on the ground at night if these street lamps malfunctioned,” said him.
The snow did not stop at night, and it continued to snow in the morning on January 25. The amount of snow was increasing and soon the snow covered the roads in Zhangqiao Community. A resident was about to move on this day. Neighborhood committee cadres and staffs quickly removed snow accumulated on the roads before 8:00 a.m., making it easier for the vehicle of moving service agency to move in the community.
“Doctor Shen, thank you for coming to see me on such a cold day,” said Ji Bufa, who lives in No. 8, Lane 340 on Shanyin Road. Shen Jiahui, who is Ji Bufa’s family doctor, paid a visit to this old man’s home at noon on January 26. Ji Bufa suffered from arthritis and it is difficult for him to go to the hospital. Despite the rainy and snowy weather, all family doctors in the Community Health Service Center of Ouyang Road Sub-district brought their medical kits and visited elderly people’s homes in the community to know whether they need medicine or physical examination. Wang Yanhua, Chief of Party Working Committee of Ouyang Road Sub-district, told the reporter that the elderly people are vulnerable groups in the community, and they particularly need the care from others in snowy weather. The sub-district mobilized volunteers and heads of residential buildings to invite the elderly to stay in their houses with air conditioner. This approach not only takes care of the elderly, but also truly practiced the self-governance of community.
Warm Atmosphere in Nursing Home
Nursing homes in Hongkou District took active measures to make the elderly feel warm indoors. Despite the rain and snow outside, it is still warm and cozy in nursing homes. Nursing workers in Quyang Road Sub-district Nursing Home gave hot-water bottles for the elderly and added more clothes on the quilts of the elderly. As the head of the nursing home told the reporter, “In the snowy weather, we’ll switch on air conditioner in all rooms and give hot-water bottles for the elderly lying on bed. Our nursing workers will also see whether the elderly have covered by warm quilt.”
The nursing home also prepared warm red bean and red jujube soup for the elderly and organized a get-together to entertain them. Staffs also strengthened the frequency of patrolling and took special notice to the elderly of the advanced ages, elderly who are weak with age and elderly suffering from chronic disease, to ensure their safety in winter.
Community cadres and “old companion” volunteers paid a visit to homes of childless elderly people and elderly people living alone, and asked what problems they have in routine life and inquired of their health conditions.
Old-age service agencies in the sub-district also took actions to ensure the comfortableness of the elderly in winter. Liangcheng Xincun Sub-district Nursing Home gave blanket donated by enterprises to the elderly and installed air conditioners in elderly people’s rooms. Communities opened daycare centers and community activity rooms for the elderly, and invited residents who don’t have heating equipment at home to stay there, where air conditioner and hot water is available for them. The District Old-age Affairs Office held lectures for the elderly and invited specialist physicians to popularize health knowledge of how to prevent disease in winter.
Sub-district offices in Hongkou District also helped outdoor workers to solve problems and make them feel warm in cold winter. They opened Party Building Service Centers, Cultural Activity Centers and Courier Station for Citizens in communities for outdoor workers. Here, outdoor workers could drink hot water, charge mobile phone and heat food in microwave ovens.
